Fast cut or exact cut
WebM is the web's open video format, usually with VP8 or VP9 video. Browsers, screen recorders and some download sites save it, but many editors and phones won't open it.
A fast cut copies the video without re-encoding, so it starts at the nearest keyframe (a full picture stored every second or two): the clip may begin a moment early, but it takes seconds and keeps the original quality.
An exact cut re-encodes so the clip starts on the frame you chose. It's slower in the browser, but right when the first frame matters.
