Going from 16:9 to 9:16 means choosing what to lose. Fill the frame keeps only the middle third of a landscape video, which works for a talking head in the centre. Blurred background keeps the whole picture across the width, with a blurred copy filling the space above and below. Black bars does the same with plain black.
