Finding the right offset
Play the video and pick a clear line of dialogue. Note when the words are spoken and when the subtitle appears. If the subtitle comes 2 seconds after the words, enter -2. If it comes 1.5 seconds before them, enter 1.5.
A shift fixes subtitles that are off by the same amount all the way through, which is what happens when a video was trimmed at the start or an intro was added or removed.
If the subtitles start in sync and drift further out as the video goes on, a shift won't fix it. That's a frame rate mismatch: use the subtitle frame rate converter instead.

My subtitles are late. Positive or negative?
Negative. A late subtitle needs to appear earlier, so enter a negative number of seconds.
Which formats work?
SRT, VTT, ASS, SSA and SBV. The file comes back in the format you gave it.
The timing gets worse towards the end. Why?
The subtitles were made for a different frame rate. Shifting won't fix that; the frame rate converter will.
